The U.S. Education Secretary Says to Judge Teacher on How Students Do

Teachers should not be judged only on test scores, but should be judged on the performance of their students, says Education Secretary Arne Duncan. Duncan is an advocate for teachers receiving merit pay, a highly controversial practice that links raises or bonuses to how well the students succeed. Merit pay bonuses are opposed by many teachers’ union members across the country who constitute a powerful segment of the Democratic Party.

Duncan was a professional basketball player in Australia and is quoted as saying “To somehow suggest that we should not link student achievement to teacher effectiveness is like suggesting we judge sports teams without looking at the box score”.

In numerous school districts across the United States that include Chicago, where Duncan was the superintendent, merit pay systems are in effect with teacher unions supporting them.

Duncan will take into consideration whether charter schools are being encouraged in states as he wants charter schools to help him in his efforts to convince thousands of towns and cities to close schools that are not performing well and re-open these schools with new leadership and teachers. Duncan also warns states that they will lessen their chances of receiving stimulus dollars if they do not embrace charter schools.
